The spread of nuclear technology for civil purposes, the knowledge that China is intent on producing an atomic bomb, the prolongation of the Geneva negotiations on a nuclear test ban, have heightened these fears. This book is an assessment of the real, not just the theoretical, likelihood that other nations, in addition to the present nuclear powers, will decide that their security depends on manufacturing or acquiring atomic weapons. It has been written in the conviction that previous studies of this subject have concentrated too much on the purely technical aspects of the problems to the neglect of the political, economic and strategic factors which will influence the actual decisions of governments. The authors, who are respectively the defence and science correspondents of The Guardian, have, therefore, based their analysis not only on a close examination of the technical developments, which may simplify and cheapen the process of developing nuclear weapons, but also of the other factors?strategic, political and economic?that are as likely to restrain governments from taking this step as to encourage them.
